As LED current increases, brightness increases, but only to a point. Beyond that point, as the increased power expended raises the LED die temperature, brightness actually decreases. Cooling is very beneficial to both the brightness, and the lifespan of the LEDs on the circuit board.
There is tremendous market pressure to make any given LED display as bright and economical as practical for a given power use.
